As Murraysmith’s lead subsurface utility engineer, Fulgence brings valuable experience with utility conflict identification and analysis, utility relocation assessments, and utility coordination and relocations.  He has completed numerous complex roadway and interchange projects for the Oregon Department of Transportation, Washington Department of Transportation, and other local agencies throughout the Pacific Northwest.

Originally from Rwanda, Fulgence received his engineering degree in Algeria and then worked throughout Africa for French and Canadian companies, as well as for the International Committee of the Red Cross. He lives in Portland, Oregon with his family.

What do you find most rewarding about your job? Seeing the community and members of the public enjoy the results of various projects on which I dedicate my time and effort

What would surprise people about you? I’m bad at remembering names but very good at recognizing faces, and I just found out why. Where I was born, there are no family names and, as such, each child has her own first and last name. I was the oldest among ten siblings and my wife also has ten siblings, which makes remembering names even more complicated. After arriving in the USA, we made it easier for our two children by adopting a family name!
